Water resource    
(1) Water resource administration

1. Manage the application for use license, cancellation and imposition of payment for the public river lands
2. Prospect and manage the permission of construction objects within the scope of river and drainage facilities
3. Manage the application for water right, extension, change, transfer, and ban illegal actions, as well as manage shaft sinking industry
4. Review the application for scrapped water resource land
5. Supervise and coordinate the operation of tap water and simple tap water businesses, and implement relevant central water supply subsidy plans
6. Inspect and maintain construction in the area of county rivers and regional drainage facilities
7. Administrative business matters regarding water quality and quantity of tap water protection area conservation and feedback business of accounts operational group
8. Responsible for hot spring water rights business
9. Responsible for water resource disaster prevention business
10. Acquisition of land for water resource engineering within the scope of river and drainage facilities

(2) Water resource engineering

1. On-site investigation, budget review, bidding, contract, supervision, inspection and maintenance of water resource engineering within the scope of river and drainage facilities
2. Responsible for storage of flood control equipment and emergency repair of disasters
3. Statistical reports of flood control and drainage works
4. Responsible for dredging and river arrangement within the scope of river and drainage facilities
5. Water supply improvement plan and road repairing in areas without tap water
6. Cooperate with Miaoli Iirgation Association for the medium and small drainage maintenance projects
7. Report and implement reconstruction projects after disaster within the scope of river and drainage facilities
8. Conduct central special projects (flood control plan for flood-prone areas, comprehensive river basin control plan, forward-looking infrastructure: water environment construction and its sub-plan, water and safety-water and environment-water and development)

Sewage    

1. Responsible for planning of sewer system and drafting of relevant regulations
2. Construct and manage rainwater sewer
3. Construct sewage system and water resource recovery center and manage entrusted construction business
4. Obtain the land of use for water resource recovery center, pumping station and sewage pipeline
5. Examine and supervise the application of special sewer
6. Responsible for users take over relevant operations from water resource recovery center
7. Maintain and manage water resource recovery center

Water and soil conservation    

1. Strengthen the slope conservation and utilization
2. Investigate and suppress the Illegal use of hillsides
3. Examine and supervise water and soil conservation plans
4. Examine the classification of mountain slope areas
5. Designate specific water and soil conservation areas
6. Allocate and expropriate lands for water and soil conservation
7. Responsible for requisition of materials, manpower, land and removal of obstacles for urgent water and soil conservation
