Miaoli County Councilors Liao Hsiu-hung, Yeh Chung-lun, and Chiu Yu-hsing conducted a general interpellation on the 1st, raising concerns about the Zaoqiao Interchange, liquid manure treatment, and school walking paths. Magistrate Chung Tung-chin noted the Zaoqiao Interchange's mere northbound entry and southbound exit slip roads and that Micron Technology has already taken up residence in Tongke Science Park, with many of the local residents of Toufen and Zhunan inevitably commuting there for work. However, both Zaoqiao and Toufen Interchanges currently only have one-direction-only slip roads, certainly increasing traffic congestion. He has already asked Legislators Chen Chao-ming and Chiu Chen-chun to petition the central government. Meanwhile, the county government will continue its efforts to provide greater traffic routes and improve Miaoli's development.
As noted by Councilor Liao Hsiu-hung, the Zaoqiao Interchange on National Highway No. 1 is currently under construction and expected to be completed by the end of 2029. But it only has one-direction only slip roads – northbound entry and southbound exit – insufficient to effectively divert traffic. She hopes that the county government can add northbound exit and southbound entry points so that commuting is more convenient for the local community.
Councilor Yeh Chung-lun inquired as to whether Miaoli County had plans to establish a legal liquid manure and wastewater treatment plant to prevent illegal dumping and environmental pollution. Magistrate Chung Tung-chin responded that the county government has reached an agreement with Hsinchu County, and expressed gratitude to Hsinchu for its assistance in providing a designated disposal site for manure and wastewater from Miaoli County.
Chung Tung-chin emphasized that the county government must prevent illegal operators from arbitrarily dumping waste into rivers or farmland; especially in the case of temporary toilets used for large-scale events where diverting liquid manure and wastewater is an issue. Therefore, in addition to encouraging operators to apply for legal registration, he would also hope that Miaoli would have its own liquid manure treatment plant. As he indicated, the county government has already proposed a plan and will apply to the central government next year to hopefully soon be able to set up a liquid manure treatment facility for Miaoli County.
Councilor Chiu Yu-hsing expressed concern about the delays in the construction of school commuter trails, especially the nearly-stalled improvement project for the commuter trail at County Datong High School. He noted that the site is littered with traffic cones and construction materials, which has seriously affected pedestrian safety. He therefore urged the county government to strengthen its supervision of construction progress and quality.
Magistrate Chung responded that school commuter trails are considered one of the county government's most important policies. He recalled when he first took office that then-Minister of the Interior Lin Yu-chang inspected the commuter trail at Xinxing Elementary School in Toufen – the first commuter trail completed in the county.
Chung Tung-chin stated that the county government is promoting the policy of school commuter trails and has also applied for people-centred transportation funding. He will continue to strive for improvement projects for people-centred safety trails to create a better road network and provide a safer, more convenient, and more comfortable travel environment for local residents, schoolteachers, students, and parents.
